Welbodi Partnership is recruiting a nurse educator, with significant experience in maternal and child health, to support the well-established nurses’ training office at the Ola During Children’s Hospital (ODCH) in Freetown, Sierra Leone. In addition, the (paediatric) nurse educator will help establish a nurse/midwife training office at the neighboring Princess Christian Maternity Hospital (PCMH) as well as support the newly established Paediatric Nurse Specialist training at the College of Medicine and Allied Health Sciences (COMAHS).

2. Overall Responsibility and Key Activities

The overall responsibility of the nurse educator is as follows:
  • To support the Nurses’ Training Office at ODCH and help ensure the continuous implementation of high quality in-service training for nurses.
  • To work closely with the Nursing/Midwifery department at PCMH to help establish a nurses’/midwives’ training office, and help ensure the continuous implementation of high quality in-service training for nurses and midwives.
  • To support COMAHS - Faculty of Nursing, in the implementation of the Specialist Paediatric Nurse Training Course. 

The key activities of the nurse educator are as follows:
  • To maintain/support the nurse training office at ODCH, in collaboration with ODCH staff, and provide mentorship to the national nurse educator and national assistants.
  • To set up and support the nurse training office at PCMH, in collaboration with PCMH staff, which includes assisting management in the appointment of a national nurse educator and national assistants as well as to provide ongoing mentorship.
  • To support the hospitals in making sure tat the training environment is adequate and promote safe working practices.
  • To ensure continuous implementation of high quality in-service training for nurses and midwives at both hospitals, working with hospital staff appointed to the training offices.
  • To ensure that all essential leaning materials/equipment for the clinical experience are prepared prior to teaching.
  • To support efforts to develop and implement officially recognized continuing professional development schemes at both hospitals, in collaboration with hospital staff and the Ministry of Health and Sanitation.
  • To maximize the development and capacity building processes in both hospitals through the utilization of the Mentorship Programme and Quality Improvement principles.
  • To monitor and evaluate all training and mentorship activities, specifically focused on measurable clinical outcomes and behaviour change amongst nursing staff, and report quarterly to the Welbodi Partnership Board, hospital management and the MOHS on a regular basis.
  • To support the Paediatric Nurse training faculty at COMAHS with the roll out of the Paediatric Nurse training course
  • To support the development of a competency-based assessment framework for students with theoretical and practical evaluation tools which assess mastery of concepts, skills and attitudes and to reinforce learning.
  • To support the Paediatric Nurse Diploma students at ODCH during their clinical placement, including the provision of counseling and advice as appropriate.
  • To ensure that theoretical lectures in the classroom are closely linked and aligned with clinical practice in the healthcare facilities.
  • To facilitate learning in a clinical setting with a specific focus on strengthening learners’ clinical skills, critical thinking ability (including tools for reflective practice and problem solving), ward leadership and management skills and clinical supervision/mentorship capacity.
  • To identify learning tasks and simulated situations to stimulate a participatory learning process amongst learners
  • To work with national nurse educators to set up a system in which the learners can develop personal learning plans, including goals and objectives and outcomes during their placement against a timeline.
  • To ensure the safety of self, co-workers, learners, and patients through the application of professional standards and code of ethics. This may include collaborating with health facilities managers in improving general quality of care, and role modeling how to improve poor practice.
  • To submit narrative and financial reports to Welbodi Partnership and other partners on a quarterly basis.
  • To manage funds secured for nurse/midwifery training activities and report accordingly.
  • To undertake any additional duties deemed appropriate to skills, experience and ability.
  • To maintain professional & effective relationship /communication with Welbodi Partnership staff and partners

3. Communications and Working Relationships

The Nurse educator will collaborate with the following partners:
  • Ministry of Health and Sanitation (including but not limited to the Chief Nursing Officer, Directorate of Training, Human Resources for Health Directorate)
  • College of Medicine and Allied Health Sciences – Faculty of Nursing (particularly, but not limited to the Specialised Nursing Department)
  • Ola During Children’s Hospital management
  • Princess Christian Maternity Hospital management
  • Professional nursing institutions (including, but not limited to, Nurses and Midwives Board of Sierra Leone, Sierra Leone Nursing Association, West African College of Nurses)
  • Other organisations working at ODCH/PCMH, or in paediatric or nursing care in Sierra Leone (including Cap Anamur, SOLTHIS, ACF, Friends of Maternity, UNFPA, UNICEF)

4. Qualifications and skills: essential and highly desirable

Essential
  • A recognised professional nurse qualification with additional qualification or significant experience in paediatric nursing
  • A minimum of 3 years recent experience within a relevant training environment
  • Graduate level degree in relevant field
  • Evidence of teaching and adult learning skills to provide post-basic nurse training e.g. Certificate Ed, PGCE, or extensive teaching experience
  • Proven leader with experience supervising a culturally diverse team
  • Excellent people skills and demonstrated ability to work collaboratively with people from diverse backgrounds
  • Ability to self-motivate and work autonomously within the scope of the role
  • Ability to provide clinical mentorship and use the clinical supervision process effectively
  • Proven financial management competency
  • Excellent computer skills in Excel, Word, PowerPoint etc.
  • Excellent written and spoken English communication skills
  • Commitment to the goals and principles of Welbodi Partnership

Highly desirable
  • Experience of working and living in a developing country, preferably in Africa
  • Experience of nursing and teaching nurses in West Africa
  • Education to Master’s degree level in a related subject area
  • Krio or other local language ability a plus

5. Terms

The Nurse educator will join the Welbodi Partnership team in Freetown between mid-August and early September 2014. Benefits include a return flight to/from Sierra Leone, cost of visas and residence permits, cost of national professional registration, shared accommodation, emergency medical and travel insurance, transportation to and from work and a stipend of $1000 per month.

ORGANISATIONAL BACKGROUND
Welbodi Partnership is a UK-registered charitable organisation based at Ola During Children’s Hospital (ODCH) in Freetown, Sierra Leone. For the past five years, Welbodi has been working towards improved paediatric care and a reduced child mortality rate in the Western Area of Sierra Leone through hospital infrastructural development, staff training, and community engagement. Welbodi is now undertaking a new initiative to reduce maternal and neonatal mortality in the Western Area by improving the quality of care at Princess Christian Maternity Hospital (PCMH) and Primary Health Units (PHUs) by empowering communities, particularly women, to carry out health promotion activities, seek appropriate skilled care, and create and implement solutions to improve maternal and neonatal health (MNH). PCMH is the national maternity hospital, performing around 5,000 deliveries and providing 8,000 antenatal and postnatal consultation visits per year. It also delivers obstetric and gynaecological training for medical and nursing students. Sierra Leone has one of the worst neonatal morality rates in the world, and according to recent WHO data, the worst maternal mortality rate in the world.

SUMMARY OF THE PROJECT
Welbodi Partnership’s maternal and neonatal health project comprises two complementary interventions: engagement with women in the urban communities of the Western Area and health system strengthening initiatives to improve the quality and accessibility of essential obstetric and neonatal healthcare services at PCMH. Welbodi’s UK-based technical partner, Women and Children First (WCF), has the expertise and experience to provide valuable consultation on the implementation of the community women’s groups.  The groups will use a proven methodology, supported by WCF, to engage pregnant and lactating women in participatory learning and action cycles to identify and prioritise problems during pregnancy, delivery, and post-partum and to plan and implement locally feasible strategies to address these problems. Quality Improvement groups will provide a platform for hospital staff at PCMH and three nearby primary health units (PHUs) to discuss barriers to the provision of quality care, and make improvements through projects including but not limited to upgrading medical equipment, supplies, and facilities, in-service training for health workers, and clinical quality improvement interventions.

PROJECT MANAGER OBJECTIVES AND KEY ACTIVITIES
The Project Manager will be responsible for managing the maternal and neonatal project resources (human, financial and material) and ensuring that the project objectives and outcomes are monitored, evaluated, and met. Likely activities include but are not limited to:

General Management
  • Liaising with key stakeholders of MNH in Sierra Leone, primarily: The Ministry of Health and Sanitation (MOHS), PCMH and ODCH clinical and management staff, and The Sierra Leone Institute of Child Health (SLICH)
  • Recruitment of two Women’s Group Coordinators
  • Managing women’s group coordinators, conducting performance reviews, and providing ongoing supervision, support, and learning
  • Managing project funds and reporting to Country Director and UK Finance lead
  • Supervise the development of a computerised medical records database at PCMH and training of MOHS medical records clerks
  • Providing technical support to the M&E officer and/or outside consultants responsible for the baseline, mid-term, and final evaluations of the project. Sharing these results with key stakeholders. 
  • Disseminating learning to communities, local health sector partners, and international networks

Health Systems Strengthening and Quality Improvement
  • Recruiting members of five Quality Improvement groups (15 members each); two based at PCMH and one at each of the three designated PHUs
  • Facilitating all QI groups on a monthly basis (twice a month in first three months); discussing strategies to overcome barriers to care; teaching Plan-Do-Study-Act model
  • Providing technical support to individuals and groups carrying out QI projects
  • Providing support and supervision to M&E officer and specific project leads responsible for monitoring and reporting of project data
  • Distributing quarterly list of approved QI projects and reports on all completed QI projects to SLICH, Women’s Groups, PCMH management, and Welbodi Partnership’s in country team and Board of Directors.
Community Engagement: Women’s Groups
  • Working closely with WCF for technical expertise on initial needs assessment, design of intervention, adaption of manuals, and training on project delivery for women’s groups
  • Review and approve Women’s Group Coordinators’ adaption of WCF’s women's group training and facilitation manuals to the Sierra Leone context
  • Supervising Women’s Group Coordinators in recruitment and training of 25 women’s group facilitators
  • Quarterly attendance of women’s group monthly meetings to observe implementation of participatory learning and action cycle developed by Women’s Group Coordinators
  • Providing technical support to the women’s groups coordinators in the collection of monthly group data; report quarterly to the Welbodi Board of Directors
QUALIFICATIONS, EXPERIENCE AND SKILLS

  • Graduate level degree in relevant field or equivalent experience

Meet the team! Regina Samuels - Health Information Manager


Regina Samuels started working at the Ola During Children’s Hospital in February 2013 as the hospital’s first health information manager. She is currently the only Health Information Manager working in a government hospital in Sierra Leone, due to a shortage of health information managers.

Regina is a Sierra Leonean and pursued her Bachelor of Science in Pure Mathematics & Statistics at Fourah Bay College, University of Sierra Leone. She was interested in Health Informatics and since there is no degree course in Health Informatics in Sierra Leone, she went to the University of Ghana, Legon in 2010 and obtained a MSc in Health Informatics there.

We are very excited to have Regina in the hospital to support our Medical Records department and continue developing the Health Information System in the only Children’s Hospital in the country.

The Children’s hospital currently uses an electronic database to capture patient demographics and hospital statistics. The next steps are to include outpatient data as well as ensure an integrated network system so that the electronic system can be accessed throughout the hospital. We also hope to be one of the leading hospitals in implementing openMRS in Sierra Leone. We hope that with an improved health information system we will be able to provide the hospital management, Ministry Health and Sanitation and partners with high quality data, which can be used for informed decision-making.

“Improving maternal and child health in Sierra Leone”

Background
The Welbodi Partnership is a UK-based NGO working in partnership with the Government of Sierra Leone Ministry of Health and Sanitation, the Sierra Leone Institute of Child Health (SLICH), and government health care facilities in Freetown – including the Ola During Children’s Hospital, Princess Christian Maternity Hospital, and nearby primary health units – as well as the communities served by these facilities. Our goal is to improve the quality and accessibility of healthcare for mothers and children in a country with one of the highest maternal and child mortality rates in the world.
Responsibilities
The Country Director, based in Freetown, is responsible for the planning, management and appropriate development of Welbodi’s work in-country, and is the leader of the 15-20 person Welbodi Partnership in-country team. Reporting to and supported by the Board of Trustees, and also supported by a UK-based fundraising, administration, and communication team, the CD will be responsible for programme development and management, financial management, management of in-country employees and volunteers, and building and maintaining relationships with partners within Sierra Leone, as well as ensuring that Welbodi continues to uphold its core values and to deliver effective programming driven by evidence and by the needs and ideas of our local partners.
Specific responsibilities are listed below, but will also include other duties necessary for the success of the project and of the Welbodi Partnership.
PROGRAMMES AND PARTNERSHIPS
·         Overall responsibility for ensuring that Welbodi Partnership’s work in Sierra Leone is delivered to an appropriately high standard, in keeping with our values.
·         Overall responsibility for delivering high quality activity reports to the Welbodi Partnership Board.
·         Overall responsibility for delivering M&E and learning reports to the Welbodi Partnership Board.
·         Establishing and maintaining close working relationships with our partners at the Sierra Leone Institute of Child Health, health facilities, the Ministry of Health and Sanitation and others and ensure their appropriate involvement and buy-in throughout.
PERSONNEL
·         Responsibility for managing the 15-20 member team in Sierra Leone, which includes national staff with skills in finances, M&E, programme management and administration; international staff and volunteers with clinical training (nurses and doctors); and international staff and volunteers involved in programme management, M&E, research, and other responsibilities. Line management may be delegated to other team members where appropriate. 
·         Responsibility for ensuring that all staff and volunteers have appropriate objectives, appraisals, support and training, and dealing with grievances and disciplinary issues when necessary and in accordance with Welbodi policies.
·         Responsibility for team building and coordination, including ensuring a supportive and developmental environment for all staff, and particularly for those hired through national recruitment.
·         Involvement in international recruitment and primary responsibility for in-country recruitment.
·         Overall responsibility for managing accommodation and transport that Welbodi provides for staff, and for other logistics and resource management as needed.
FINANCIAL ACCOUNTABILITY
·         Overall responsibility for financial management for the Welbodi Partnership in Sierra Leone, including budgeting, bookkeeping, financial reporting and efficient management of financial resources. Much of this work will be delivered by other staff, supervised by the CD.
·         The CD will have ultimate accountability for all financial matters in-country and must review and approve the monthly management accounts as well as all budgets and financial reports.
SAFETY AND SECURITY
·         Responsibility for ensuring the safety and security of staff and of programme participants.
·         Overall responsibility for ensuring that Welbodi Partnership’s policies and procedures are implemented, particularly regarding financial management and human resource management, in order to fulfill risk management obligations.
VISIBILITY AND REPRESENTATION
·         Representing the Welbodi Partnership in Sierra Leone to governmental and non-governmental health partners, including funders and potential funders.
·         Sharing information and lessons learnt with our partners and other stakeholders and organizations with shared aims.
·         Contributing regularly to the Welbodi Partnership’s communication with its supporters and partners, in close cooperation with the Welbodi Partnership London office.
·         Working with the Welbodi Partnership London office and Board of Directors on fundraising through generating ideas, collecting information in Freetown (e.g. for budgets, needs assessments) and producing technical materials.
Qualifications
-          At least four years senior management experience. International development or global health experience preferred.
-          Post-graduate degree in relevant field of study, or equivalent work experience.
-          Senior management experience to include fundraising, programme, operations and human resources management, with some experience in charity sector and/or in impoverished, post-conflict, or other challenging environments preferred.
-          Excellent IT, interpersonal, written and verbal communication skills, and demonstrated skills in budgeting and financial management.
-          Experience in liaising with government officials and a variety of donors and other partners.
-          Experience in proposal and report writing with a proven ability to secure donor funding
-          Knowledge of relevant evidence-based approaches to improving maternal, newborn, and child health, and of national and international strategies and frameworks in these areas.
-          Fluent written and spoken English. Fluency in Krio and/or other local languages preferred.
-          Experience of managing security, as it relates to staff and programme activities, in a high-risk environment preferred.
-          Willingness to accept basic living and working conditions. 
Terms of employment
The Country Director position is for an initial term of 12 months, commencing June 2014. The Welbodi Partnership will pay a competitive salary and benefits benchmarked against other similarly-sized international organizations and commensurate with the candidate’s experience and qualifications.
